The launch of the GSMA 5G Connectivity Index provides policymakers, regulators, operators, and industry stakeholders with a valuable framework for assessing the maturity of national 5G ecosystems. By measuring factors such as infrastructure, services, spectrum, network performance, affordability, adoption, and market development, the index seeks to identify the conditions that enable successful 5G deployment and utilization.
An analysis of the relationships between these dimensions reveals important insights into what truly drives 5G success. While spectrum availability often dominates policy discussions, the data suggests that the strongest determinants of overall 5G performance lie elsewhere.
Using Correlation Analysis to Understand 5G Performance

Before examining the individual dimensions, it is important to understand what correlation analysis reveals. Correlation measures the strength of the relationship between two variables, indicating the extent to which they move together. In this analysis, correlation coefficients range from 0 to 1, where values closer to 1 indicate a strong positive relationship and values closer to 0 indicate a weak relationship. While correlation does not imply causation, it provides valuable insights into which factors are most closely associated with higher levels of 5G connectivity. By examining these relationships across the GSMA 5G Connectivity Index dimensions, we can identify the characteristics that are most commonly present in leading 5G markets and better understand the components of a successful 5G ecosystem.
5G Services and Adoption Lead the Way
Among all dimensions, 5G Services exhibits the strongest relationship with the overall 5G Connectivity Index, with a correlation coefficient of 0.97. This is followed closely by Adoption at 0.94.
This finding highlights an important reality: successful 5G ecosystems are not defined solely by network deployment. Rather, they are characterized by the availability of meaningful services and applications that encourage consumers and enterprises to embrace the technology.
Countries that achieve high levels of 5G adoption are typically those that have developed compelling use cases, innovative service offerings, and a supportive digital ecosystem that allows users to derive tangible value from 5G connectivity.
Infrastructure Remains the Foundation
The analysis also shows a strong relationship between the overall index and 5G Infrastructure (0.89) as well as Network performance (0.86).
Furthermore, infrastructure and network quality are highly interconnected, with a correlation of 0.92 between them. This is unsurprising: extensive deployment of base stations, fiber backhaul, and supporting infrastructure creates the foundation for robust network performance.
The findings reinforce the importance of continued investment in network infrastructure, particularly as operators seek to expand coverage and improve capacity.
Affordability Accelerates Adoption
One of the most notable findings is the strong relationship between Affordability and Adoption (0.76).
This suggests that even in markets where networks are available, adoption may be constrained if devices, data plans, or service costs remain beyond the reach of a significant portion of the population.
For regulators and policymakers, this highlights the importance of measures that reduce barriers to access, including encouraging market competition, facilitating affordable device availability, and supporting digital inclusion initiatives.
Spectrum: Necessary but Not Sufficient
Spectrum is often considered the cornerstone of mobile network development. However, the analysis reveals that Spectrum has a relatively modest correlation with the overall 5G Connectivity Index (0.50) and weaker relationships with several other dimensions.
Most strikingly, the correlation between Spectrum and Market Development is almost negligible (0.05).
This does not diminish the importance of spectrum management. Without sufficient spectrum resources, high-quality 5G services cannot be delivered effectively. However, the results indicate that spectrum alone does not guarantee success. The benefits of spectrum materialize only when combined with infrastructure investment, service innovation, and strong market demand.
In other words, spectrum is an enabler rather than a direct driver of 5G maturity.
The Role of Market Development
Market Development demonstrates moderate correlations with other dimensions, generally ranging between 0.24 and 0.51.
This suggests that market development is influenced by a broader set of factors beyond technical deployment. Regulatory certainty, investment attractiveness, competition, innovation ecosystems, digital skills, and enterprise readiness all contribute to market development outcomes.
As a result, improving market development often requires coordinated action across multiple policy areas rather than a narrow focus on network deployment alone.
A Virtuous Cycle of 5G Growth

This pattern suggests that successful 5G markets create a virtuous cycle. Better infrastructure enables superior network performance. Improved networks support more advanced services. Attractive services encourage greater adoption. Higher adoption, in turn, strengthens the business case for further investment and innovation.
Countries that successfully nurture this cycle are likely to achieve stronger outcomes across the entire 5G ecosystem.

While infrastructure remains essential, the strongest drivers of overall performance are the availability of services, widespread adoption, network quality, and affordability.
